So Base Building is coming up, finally, in some future iteration of Star Citizen. Perhaps closer to 1.0 final release.
Over the coming days, and weeks, I will take what was said in CitizenCon 2954 and add it to this guide.
THE BASICS OF CONSTRUCTION
Q: HOW IS BUILDING STRUCTURES ACCOMPLISHED?
A: The current process, as of CitizenCon 2954, uses "Drones". Drones are fitted to various vehicles that can then be deployed and used to construct structures.
Q: WHAT ARE THE METHODS USED FOR BASE BUILDING?
A: There are currently both mobile and static options to construct structures.
CONSTRUCTION GRAV CART (GROUND VEHICLE)
SIZE LIMIT: Small structures
DRONES: 2x Small Drones
INTERNAL MATERIAL STORAGE: None. You have to have material in and around the unit so the Drones can pull from those boxes.
FEATURES:
ARGO - CSV-FM (GROUND VEHICLE)
SIZE LIMIT: Medium structures
DRONES: 2x Medium Drones
INTERNAL MATERIAL STORAGE: None (You feed 1 SCU boxes into a mini freight elevator in the back whenever the drones consume what is onboard).

IMPORTANT:
If you want more materials you can use the CSV-SM as that one has a 4 SCU storage grid on the back of the flatbed.
We aren't sure yet whether drones will automatically pick from the SM or whether it is just a delivery vehicle to bring 1 SCU boxes to someone who is feeding the FM manually.
MISC - STARLANCER BLD (SHIP)
SIZE LIMIT: Large structures
DRONES: 4x Large Drones
INTERNAL MATERIAL STORAGE: 32 SCU (16 SCU each filler station)

BUILDING A STRUCTURE:
Q: HOW CAN I TELL WHERE I AM ALLOWED TO BUILD A STRUCTURE?
A: There is a "Survey Drone" in each vehicle that gives you a top down AUGMENTED REALITY (AR) mode where you can visually see where you can build. See pic
Q: WHAT ELSE DOES AR MODE TELL ME ABOUT THE AREA?
A: It will tell you if the land is flat enough to build on as well as if there are any underground extraction deposits (quality and quantity)
Q: OK SO I HAVE A SPOT PICKED OUT! NOW WHAT?
A: Now you need to enter the STRUCTURE CREATION MODE. Select a structure and drag it onto the land. You can move and rotate it until it goes green. GREEN = YOU CAN BUILD
UPDATE:
See the yellow arrow on the image below? That is your WEEKLY TAX for that structure.
The owner of this structure will be taxed $9999.00 per week; this basically is a property tax that is for the planetary shields and the right to live on the land.
Q: PERFECT! I HAVE IT THE WAY I WANT IT. NOW WHAT?
A: Now you need to supply CRAFTING MATERIALS. This is the stuff you are going to use to make your building from. The better the tier/quality of material the better the structure. Once you have selected all your materials you can then click CRAFT and the drones will begin 3D printing your building.
Q: HOW DO THE DRONES KNOW WHERE TO GET THE MATERIALS?
A: This depends on what you are using to build the structure.
If you are using the CART - the Drones will take off and fly to nearby resources which they will "consume" and basically put into their internal storage. Once they are full they will go and begin printing the building that you requested. When they run out of materials they will fly back to resources and "consume" more then fly back to the construction site.
If you are using the CSV-FM - the drones will launch from the FM with their own internal storage full (assuming you preloaded a cargo box) and begin to build. You will then have to feed a 1 SCU box into the back of the FM so when the drones run out they will return to base and get more. Rinse and repeat.
If you are using the STARLANCER BLD - the drones fill up their internal storage before leaving then they launch from the side garage doors and fly to the site. When they run out of material they come back and sit on the side "arms" of the ship to get new supplies; which are taken from the refiller stations inside the drone control bay.
If you are using the PIONEER - The Drones will exit and re-enter through the roof of the Drone Bay. It is believed they pull materials from the 1000 SCU cargo bay onboard the PIONEER. They didn't talk much about it during CitizenCon 2954 however it is believed this process will work the same as the Starlancer BLD.
Q: WHAT HAPPENS IF I RUN OUT OF MATERIALS?
A: The drones will stop working until you get more materials into the area and the drones are restarted.
PROVIDING POWER TO A STRUCTURE:
Q: OK I BUILT MY FIRST HAB/STRUCTURE! NOW WHAT?
A: Now you need to supply the structure with power so that it can run properly. This is done in two steps/stages.
Q: DO I NEED ONE POWER SOURCE FOR EACH BUILDING?
A: Yes and no. Each building requires a power source however one power source can supply power to multiple buildings. You can also see the power consumption for everything drawing power from a single power source so you can see whether you need to add more.
Q: WHAT ELSE SHOULD I KNOW ABOUT POWER STURCTURES?
A: They require maintenance of their fuses and sometimes need supplies coming in, and going out, to be managed.
UPGRADING STRUCTURES:
Q: WHY WOULD I WANT TO UPGRADE A STRUCTURE?
A: Upgrading a structure can have many benefits including more structure hit points or better resource consumption efficiency.
Q: WHAT ARE THE LEVELS OF UPGRADE AVAILABLE?
A: There are Tier 1, Tier 2 and Tier 3 avaiable. The better materials you give for the upgrade the better the upgrade will be.
Q: HOW DO I UPGRADE A BUILDING?
A: You enter the Upgrade Structure option found below. Then you can probably check the materials needed to upgrade to the next Tier. Remember, the better the quality of Material you use the more bonuses you will receive for your next Tier upgrade.

- Build a Fuel Generator (or other type of power generation). This is found under the RESOURCE MANAGEMENT tab of the CONSTRUCTION VEHICLE.
- Make sure your Generator has a FUSE/FUSES so that it can run
- Make sure your Generator has any MATERIALS required to run - In the example below this needs FUEL to run
- Go back to your crafting CART/VEHICLE and hook the power to your building
- This is done in the RESOURCE MANAGEMENT tab located within your STRUCTURE CRAFTING DEVICE
